There's no way that would fit a normal-sized Caucasian woman.
As I am not a small Asian man and this product is supposed to be for both men and women, even when stretched to its maximum length the strap does not fit my body in any way to secure it to be able to buckle. Maybe if I had a size 10. But since it doesn't list different sizes, it will fit - impossible to tell until you get it. upset.
