Good idea. A few upgrades make it great!

This item is intended for those occasions when a complete bag set is not desired or needed. The quality seems decent apart from the attachment of a metal band that holds the ponytail to the yellow nylon strap. This is accomplished with 2 metal rivets (double cap?) with only 1/4" heads front and back. They will hold up well on the metal in front, but I'm afraid the heads will quickly cut or pierce through the nylon strap. It would be a lot better to add some kind of metal, kydex or leather lining to the back of the nylon strap to prevent tearing and to minimize tipping of the metal tab when inserting or removing the tape measure clip. For me the below waist height is almost perfect.I can easy access to a tape measure, even in my coat Access to other pockets is only slightly difficult I prefer to position my tool pocket at about 3:30-4:00 (12 is my front center line) It gets a bit Getting used to "feeling" the engagement of the band in the retainer in this position will require practice. If the flexing of the metal tab increases as expected, it becomes difficult to blind splice the band. Com complexity is reduced. A final note or request for DeWalt would be to incorporate latches into the strap attachment to allow the tool bag to be put on without undoing and tucking in the strap. Overall, this is a pretty good deal if you need to take a tape measure, some pens/pencils/markers and a pair of pliers/stationary knife/flashlight. I will update you on durability if needed.
