We use such paper as packaging material. Just a few crumpled sheets of paper will help fill the box and keep things from moving. I think if you know what you are buying there is little that can disappoint you. The only small issue is that the end caps are hard plastic so they break easily in shipping. However, I still have the end caps from my last reel to use on site. It might help if they use a softer plastic so it bends and doesn't crack.
