Does NOT connect directly to Bluetooth headphones.

I got this new Roku device *on purpose* so I could connect my Roku to my Bluetooth headphones. I do NOT want my phone (or any other device) to be in the middle. I just want to hear audio from my Roku through Bluetooth headphones. Apple TV can do that, so it shouldn't be a problem, right? Not correct! I've been trying for an hour now and it doesn't work. I can connect to my phone, so what. many of us don't want that. I hope this gets resolved, but right now I'm stunned that this isn't working.
