When this arrived I really thought it couldn't protect my hair in any way. Well, it keeps everything in place under the second silicone cap - and doesn't pull or rip my hair just by using the silicone cap. It also holds some water. I rinse my hair before going to the pool to reduce the harmful effects of chlorine on my hair, so it's hard to judge. I used this drying hair cap once under the second silicone cap and my hair was about 3/4 dry underneath. I think it might help reduce the amount of chlorine that gets in. Just using a silicone cap doesn't keep my hair dry.
