Will not fit my 1 1/2 " flare nut

My 1-1/2" spade lugs have a built in 1/2" thick slide bell that stops spinning once it hits the rim allows the eyelet to be tightened without scratching (damaging) the rim by turning the eyelet, the chrome cap attaches 1/2" from the rim. The steel lock washers do not fit over the tabs as intended.
