Recyclable bags come fully as described. We have a 13 gallon trash can and they are perfect for that. Once the basket is full, we simply tie the top. There really is no need for twirling ties. The bags are sturdy and we haven't had a single tear and don't expect any. They are recycled so why pay a high price for branded bags when they get the job done for a great price. Some reviews complain that they only come in one box. Yes, they are supplied in rolls in a shipping carton. I have no idea what kind of packaging these people expect or if they've ever bought anything in bulk. The packaging is more than adequate and our bags arrived undamaged. I have not a single complaint about these bags and we will definitely be buying them again although luckily we have enough of them for the next 2 years.
