Good quality mask fabric but cut outs are less than 18 "

I use a 9" x 6" template to make masks for my local hospital but most parts are cut out less than 18". I only planned 60 pieces, but I was only able to cut 46 pieces. I'm disappointed given the price of $26, so 3 stars instead of 5.
