DIY - How to remove old rusty bolts

I bought and installed all four shock absorbers (front and rear): braking is softer. Curves are much better. it's '97 so hey.) I had to use a DeWalt impact wrench to loosen the bottom 18mm nut (the bolt was 15mm - used a socket to hold it in place). The top screws were really rusty. I was able to unscrew them with penetrating oil and anti-stripping bushings. However, there was no room on the driver's side to loosen the top screws. I ended up cutting through the trunk floor (see photo) to access it with an impact wrench. An alternative would be to use a compact saber saw (but good luck finding a good cutting angle).
