Pack of 3. The first one I had to use a scalpel to remove the security seal and the whole packaging fell off. I turned the dial at the bottom for 5 minutes and couldn't get the balm out of the tube. The second tube was a little lighter, but the balm still couldn't rise. FINALLY on the third tube the seal broke slightly and I spun the wheel and was able to use the balm. A waste of time and money is only 33% successful. I would ask for a refund if I could.
