Sticky but not sticky. Confusing

This item adheres very well. Put it on the chair legs in the dining room. However, after about a week of use, I noticed that these pads had shifted and now barely covered the chair legs. When I tried to remove them, they were so firmly stuck to the chair's legs that it was difficult to remove and the upholstery only partially came off. I can't explain how they slowly slipped off the bottom of the chair legs, but they were almost impossible to remove and replace. But that's exactly what happened.
