This USB powered fan is probably intended to sit on a desk, because the cable it comes with is extremely short. It does not come with a block to plug it into a socket, only the USB cable. The entire fan weighs almost nothing and the plastic feels like rough, soft material. It is easy to knock over. On high setting there is some noise, but on the lower setting it's pretty much silent. I used this for indoor plant sprouts that were getting leggy before planting them outdoors, so left the fan on for roughly 8-12 hours at a time. It didn't die or burn out after several months of use like this, though the back collected a lot of dust and it's hard to clean. Overall it functions better than I'd expect from such a small motor, but with how easy it is for a cat to knock it over and the limitation of the cable, it's not as convenient as I'd like.
