In the end I had a cable without a rotating plug. (Yes, I'm pretty sure the connector doesn't rotate, and I'm not just having a hard time rotating it). This actually worked better for me because I was skeptical that the pins of a rotating plug could handle the 13 amps I draw through a car charger. I suspect it was just an anomaly, so it doesn't matter. The cable I received is of excellent quality and handles the wattage very well. The only reason I didn't give 5 stars was because I didn't receive the product pictured.
