Thanks to everyone who came up with this! I could only think of the felt strips but didn't know how to attach them so I bought them for my husband who was given hats that were too big. Some of them are cowboy hats and some are fedora hats. I finally found these gears and bought them for him. He said they are great. And now that they're not hanging over his ears and making him look like he's wearing his dad's hat, the hats look great! He placed pieces of styrofoam between the ribbon inside the hat and the felt. They cannot be seen from the outside. He said the adhesion is good, but warned people not to stick it on until they've tried it on, as he's not sure how successful it will be in removing it.
