I had a 1TB USB hard drive that I used to play videos in a fixed location the drive was moved to and 24/7 and was in operation seven days a week. I noticed that the drive was hot when I removed it, as was the USB switch that powered it. So I speculated that it might be the heat that caused the drive to fail prematurely. So I got an Anvision fixed fan and chose it because it said "quiet" in the description. I simply put double sided tape on one side of the fan and positioned it to blow over the drives and direct air to the USB switch used to power the drives. Even the small amount of air it moved made a big difference, and the drive and USB switch felt cool after a few hours of use. As for the noise, I can barely hear the fan when sitting 10 feet away and after a while it's completely imperceptible and not particularly noticeable when watching TV. Outside noise, the fridge is much louder than the fan. If noise were an issue I would buy a variable speed fan, but this one suits me.
