Elastic... in my opinion
My daughter is a normal size 4T and it fits perfectly.
It wasn't too big or too small, just stretchy enough for her to move comfortably.
- My 4 year old wore them for 3 hours and rubbed holes in the bottom of both legs.
- I ordered 18 months. It came and was more like a bit 12 months. Checkered design looks cheap. Too overpriced
