Decent workmanship/quality
Decent packaging explains that it doesn't hold up well unless sealed with tape. For the price it's ok. I wouldn't dare putting LEGO figures on their cleats, I recommend putting LEGO sheets on their cleats, it will be tricky but worth it lest your figures break underfoot.
