I used a Techstream cable to program them myself instead of paying Toyota $100 for my 2007 Tundra. Was it PITA? Yes, but if you can find a good cable with great customer support to help you, you can also get two new keychains for around $50 (with cable). When programming, I found that if you press the lock and unlock buttons simultaneously for a few seconds, wait a second, and then press the lock button for a second/several seconds, your Toyota will pick them up. Try different times for both tasks before you give up. It took a while because I used a strict 1 or 3 second press time when programming, but everyone worked with a different press time to hold unlock and lock and then press lock. Much luck!
