This is hard foam.
They are not suitable for removing rough and calloused skin on the legs. They break easily, leaving bits and pieces everywhere. I used one and threw away the rest. The lesson learned is that if it looks too good to be true, it usually is. The packaging was nice. And they all came in a separate plastic bag inside a silk-like pouch. But the product itself was useless.
