For real? Chargers and Adapters

So I plug in the first battery that I know is completely empty, the light turns green and stays green. Obviously we can't get it to charge because it's charged. I tried the second with a different battery, it worked, changed forever, but it charged. Now they are both displayed in green. My opinion is that they are all cheap. Stupid for the consumer.

Pros

USB charging cable fits most USB chargers. Before using, make sure the connection port matches the device.
