not effective: dog whistles

in a group of 4 dogs about 18 kg 20 meters from me, not a single dog even turned his head. I continued blowing the "dog whistle" as I walked towards the group about 4 feet away, the only dog that turned its head was a small 2 year old French bulldog and then stood up and leaned its front paws on me.
