My baby feet are 5.1 inches long and I bought the 18-24m size for a small grow space. I was pleasantly surprised by this. Winter was ending and my little one was outgrowing her only pair of shoes and I was frustrated by the lack of flexible baby shoes at a good price in stores. I'm still looking for a good casual/active pair but they are great for dressy occasions and casual wear. They are very voluminous and are well suited for chubby children's legs. My kids are tall and slim, although the length is great they don't fill the space in the shoe even with socks, but the shape and design of this particular style cradles their heel and keeps them very secure on their feet. I like the split outsole, which allows for more natural flexibility when walking, and as far as I can tell it doesn't flex - there's a bit of arch support on the inside, but it feels unobtrusive. They hold up well to occasional use (now we mostly walk barefoot at home) even after a few trips to the park. I didn't plan for them to be such a versatile shoe, but they haven't been scratched or scuffed. The leather material and construction are fairly sturdy but not completely rigid. Overall I'm very happy with them and the price can't be beat for the quality.
