I really hope so, but the product failed. I push back the steering wheel, which narrows. I tried tightening it near the stem which is the widest part of the handlebars. The clamp failed at the ball joint of the clamp. The aluminum bush has expanded (bent) so that the two parts no longer hold together. Also, the spacers are metal rather than rubber, which appears to be designed to grip the handlebars if you need to fit the clamp to a thinner stem. The item could work on a straight or a non-tapered stem and would have been a very handy (not too big) attachment point for a quad lock (which is why I gave it 2 stars).
