Too small compared to other Wrangler brand sizes and baggy like hip hop pants. Updated

I bought 4 pairs of 31x30, all 4 were too tight in the waist and baggy like hip hop jeans. I was really hoping this would work because after a month or two I'm going through regular chilled wranglers. In fact, they appeared to be 29 or 30 in the waist and 31 or 32 in the legs. That's the only way I can explain why they were so baggy. I want to order an even bigger waist but all this baggy bothers me. Some reviews say the same thing, others say the opposite. Guess maybe it's the luck of the draw? Or what one person thinks is baggy, another doesn't. fur, who knows. Update: I bought 2 pairs of 32x30 and this is the difference between day and night. Same pant, only the waist is 1 inch wider. These 2 pairs are nowhere near as big as the first 4 pairs, fit perfectly on my boots, don't pull on my heels and the waist was perfect once I washed them and they broke in. If they hold now I'll be happy. :)
