When I order what appears to be a pre-cut size, I expect it to be as advertised. I measured 9.5" with both a ruler and my mat. Honestly, I expected , that it will be exactly 10" or even a bit more, but definitely not less. I calculated my project size at 9.5" so admittedly 10" vinyl would be close, but if you are careful it will work. A 9 .5" vinyl for a 9.5" project basically guarantees that something will be cut off.
