Unacceptable grip levels

I have these shocks on my Ex7 track fuel. Wiper seals stick terribly to the columns. I've tried servicing the shock absorbers and replacing the seals, but no improvement. The rest of the components are fine. When I removed the bottoms I was able to check how sticky the air and damper were and they were smooth. I have used many shocks and have never had this problem, even with the cheap shocks you can buy at Walmart. I advise everyone not to get other shocks. There are much cheaper options that work better than this one. I can get on the bike and no reaction until I squeeze the handlebars. Driving is the same, the dampers don't respond except for big rocks and then they suddenly move with a jerk. I've included a video of the shocks releasing to show them jumping.
