Reasonable but major design flaws

I have a German shepherd who drags his back legs [to the point of "quick" claws] and planned to use them on his back legs while we were on the pool deck. On first use, if I tighten them as tight as I can, they stay put; however, they immediately turned so that he walked on the side of the fabric rather than the "floor". I then sewed velcro to most of the boot, thinking it would help it stay in place. It's not - they're still spinning. Now it has rubbed through the fabric side. I'll need to see what other changes can be made to try and save them correctly. I expected them to wear off but not within 3 uses of 30 minutes each. On the plus side, they don't bother him at all and stay on during/after swimming as well. If I had to order again, I would take a size smaller. I used the suggested measurement method and ordered a large one, but I think a medium size would definitely fit and might fix some other issues.
