Received dried old mascara, sent it back and charged half the price for the restocking fee!

I bought mascara and when I went to apply it it was completely dry, obviously expired. I sent the mascara back the next day, I had to pay postage to send it back and they charged me half the price I paid to have the mascara refilled. I hope they don't plan to resell it to someone else?
