The copper contact plate or washer for the horn button is loose. Nothing is screwed, but simply snapped onto the hub. Why it's separate from the hub I don't know. instead of a hub there are no screw holes in the hub so you can remove the steering wheel or the hub itself from the mainshaft and you have to hit it from the back and bottom with a hammer to pry it out. Therefore, do not tighten the main bolt until you have tested the new steering wheel and are sure of its position. This short hub is too short and with the added eccentric it will be too long and too close to the body. Without the cam trigger, you will need a 25mm washer (optional) to free your fingers from the turn signal arm or wiper arm. The attached photo shows the short hub and an additional 25mm washer added to keep both arms off your fingers.
