It's that this is a bad skirt. It's just not a great one despite my hopes otherwise. The measurements are pretty accurate on the not extended waist measurements so use those. Do not consider the stretch to be more than a few inches, not the seven shown in the extended measurement. Consequently, this is more of a juniors sizing and even then runs small. Size up and use those non-extended measurements. The fabric is polyester but not a great one. That is more obvious in the lighter grey that I ordered. Overall, it's a full pass for me on the sizing and the quality of the skirt. The quality is fair for the asking price--it's not a bad skirt like I said. It also wrinkles if folded so it's not a throw in the suitcase for travel skirt either.
