By disabling DOCP and setting FCLOCK to 1766Mhz, manual RAM speed to 3533Mhz and DRAM voltage to 1,350 we got the system to release and boot and Windows shows this speed (3533). It's less than the advertised speed (not much) and way below my original OC speed, but I have to do it now. I only wish Ballistix Elite had a 32GB (2x16) configuration and I would spend money on it.
