Tacky glue, doesn't dry/cure well
I say "actually glue" because many manufacturers are making multipurpose builder gel nowadays. This seems to be only useful as glue. Too tacky and not strong enough to serve as builder gel. I used this to glue on a nail accessory and it was still wet after curing. It also was not strong enough to adhere a nail to my finger. Not sure what the purpose is.
