Scratches and Cuts - Flatware Sets

Size fits our 14 month old, we have tried others but this one seems to work pretty well. The only problem was the material, we always hand washed them and for some reason the metal parts already have scratches that could cut our daughter's lips/tongue. She never throws her dishes on the floor, so we wonder what those dishes are actually made of.
