A product that has already been opened is sold as new.
I believe this product has been repackaged. All the wires were already twisted and the blue wire was still twisting like it had come loose from the overhead light. Unfortunately, this business gets away with it. No instructions, standard double pack sealed with tape, electric caps were in a resealable ziplock bag. I consider myself a pretty good jack of all trades, so I know what's new and what's been used. I installed it anyway and it works.
