Extra piece? Wooden wedge about 2 cm long.

Came today and our hamster has already tried it. Before putting it in the cage, I turned it over and noticed that it wobbled a bit. (with cautious force) Anyway, the attached photo shows the part that was in the wheel. What is that for or did the part fall off?
