Broken. unusable. best in controllers

Item arrived wrapped in foam. I put in 3 new batteries and all I could do was turn on the four blue lights but they go out within a second and the controller doesn't work. When I move it I hear the sound of something broken inside. My other controller makes no sound. It arrived smelling like bug spray, packaging and all.
