It was locked when I received it.
This purge valve was stuck and I had to look down my whole damn evaporative system to find out it was bad. It took me 3 months to figure all this out. Now I remember the check engine light came on. on when I put it on. I only replaced my old one because I rebuilt the engine and pressure flushed the manifold and the old one got soaked with water. So yes, this new one was bad when I bought it. I also remember it didn't suck air through, but the old one did when they were both on the engine. I thought I had an evaporator leak the whole time. No, it was code.
