Broom too short for 18 month old toddler

I bought this for my 18 month old granddaughter, the broom was too short for her to put her two hands on the handle to sweep the floor with mommy. Package says for ages 3 years and up. parents are going to be very disappointed that the broom height won't match the child's height. This broom set definitely was a waste of money.
