Holds no weight

I hung a photo frame that weighed no more than 2 pounds. I used a strip of this material around it (c/c um, paranoid). Then I listened to other reviews and let it sit for 24 hours for the glue to set. Still fallen. I tried 3 times. Now I have three dents on the frame and it's still on the floor. Next time I will buy the brand. Last year I only used an inch of this material and was able to hang a heavier frame. upset
