I feel cheated!😞 - Tea strainers and filters

I use this product to brew tea. I have bought this product many times and I am satisfied with the product. Lately, each pack of 100 bags is not enough, sometimes 76 single bags, sometimes 65 and sometimes 80, luckily I have 100 times or two, I feel cheated. How can you help me to rectify the situation or should I seek legal advice?
