Feels good in hands but is too short

My color is 15 hands and these reins barely reach the saddle horn and her head is all the way up and back. Forget letting her graze, because I'd have to drop the reins or climb down her hanging neck to let her do that. I suppose this would be fine for arena riding where you never let your horse hang your head, but for cross country riding where you need to stop and rest your horse from time to time you should use your exit and Plan your wake up better. break because if your horse drops his head there's a good chance you'll lose the reins and still have to come down to retrieve them.
