Coming to (a): With both wide ends, a display port cable won't fit many laptops, or at all, because very few laptops have a display port, and when they do, it's a small one. So you need to buy a USB Type-C adapter for Displayport as shown in the picture. My laptop is a Lenovo ThinkPad X1, fairly new and didn't have a display input connector. The monitor can connect VGA and HDMI, but you'll need to buy cables for that too. DELL should have known about this issue and should have included an adapter if they provided a DP cable. Now for b) the USB 3 cable, I had to google its use and it turned out it's not for audio or video.
