Description size does not match actual collar size

I would rate it 5 stars but now I have to return it because the size measurement does not match the measurement on the description page? site. The medium collar says it is adjustable from 22 to 25.5 inches. I found it odd for a medium size but distrusting the description and ordered it for my German Shepherd who has a 19" neck. When the collar arrived its maximum length was only 18 inches - obviously too small for my size. Dog. Now I have to go through the trouble of returning it and ordering a larger size. I hope the seller reads this review and knows how to correct the description.
