Won't rotate in cold weather and exposed wires

Operates normally when the temperature is at least 20 degrees Fahrenheit. Limited heating due to the power limitations that the cigarette lighter can offer. Then I noticed that the wire wrap had ripped off the case and exposed the wires, causing a short circuit and blowing the cigarette lighter fuse.
