I use a couple of handlebar bags - one on each side, just under and parallel to the seat - as a kind of mini basket. All of my emergency rain gear fits easily in just one of these bags: jacket, trousers, overshoes and shoe covers, as well as seat and bike rain gear. Attachment to what they need to be attached to that the combinations approach infinity. Aside from looking very "chunky" (an aesthetic opinion that didn't make me deduct a star), they are so durable that I can't imagine you needing to replace them due to wear and tear.
