Too big and poor quality fabric

I have a 15 1/2 collar and bought a size 15-15 1/2 inches. The collars dangle from my arms like a clown costume, the shirt billows out over my obviously slim torso, and there's a gap between the neck and the collar just big enough to hide a ferret.
