Both the leaves and the center are notched, but they don't actually cut out the veins in the leaves or the stamens on the center. Cutouts are just holes, not cutouts. However, if you use the right paper (cardstock not too thick), the leaves and center will actually push out the leaves with veins and stamens in the center. So I would recommend. The two large flowers have a diameter of about 2 cm.

Nice little set, good price. The flowers are very well cut, you can skip them 3 or 4 times. The reason I didn't give it a 5, and it has happened with other similar purchases, is that while the leaf's veins may appear cut, they actually aren't, which doesn't matter so much if they are instead embossed but you need a magnifying glass to see the minimal embossing, although I picked it up with colored pencil but coloring it wasn't my plan.
