After a very long time I was able to assemble all the other parts except for the center bar that keeps it upright. The hole was in the wrong position. As you can see it should have been on the side where the plank goes.

Sturdy and works well with two bikes. One defect found was on the horizontal brace: a clip intended to be crimped stuck about 2 inches into the tube and not flush with the surface. It was obvious that this happened during production because everyone else was there and painting. It looked like the surrounding pipe had been crimped but the fasteners were missing. Luckily, with a few taps on a hard surface, it pulled to the surface and we were able to carefully attach the bolt to it.
