Electrical kit and lamp are missing.

I received this light without the lamp and electrical connection kit. Just a bare lamp and protective glass. The description of the product indicates the presence of a lamp. The photo also indicates this. I am attaching a photo of the lamp I received. What use is a light without a lamp and without an electrical kit.
