Not working, PC doesn't recognize devices

The card itself "works" because the lights come on when it's plugged in, but OBS not only recognizes the device, it doesn't even recognize my PC. The instructions say it will be under Camera and Audio Devices, but it just doesn't show up. I completely reinstalled Windows and thought it might be the problem, but it wasn't.
